Shall McPherson County, Kansas be authorized to impose a one-half percent (.5%) County-wide retailers' sales tax, the proceeds of which shall be divided between and paid seventy percent (70%) to McPherson Hospital, Inc. ("McPherson") and thirty percent (30%) split evenly between Mercy Hospital, Inc., Moundridge, Kansas and Lindsborg, Kansas and used (1) by any recipient to finance the costs of acquiring, constructing, equipping and furnishing certain alterations, modifications and improvements to their capital equipment and facilities; (2) by McPherson to finance the costs of acquiring, construction, equipping and furnishing certain alterations, modifications and improvements to a medical arts building; and (3) to support the general operating expenses of any recipient. The collection of the Sales Tax is to commence on the expiration of the existing 0.50% countywide retailers' sales tax approved at an election in 2014 for the same purposes, and to expire ten (10) years after its commencement; all pursuant to the provisions of K.S.A. 12-187 et seq., as amended.
